The number 0343 222 3331 is listed as the number for the contact centre on a email from “HM Courts & Tribunals Service.” This email is part of a phishing scam in which the sender mimics a communication from HM Courts & Tribunals Service. They also include a link. If you click on the link you will be invited to share your personal and bank details. This is an attempt at fraud. Do not interact with this email, other than to report as the Twitter user below did:

The Reference Number: 19283891222
All the emails that are sent out seem to include the scam fixed penalty notice reference number: 19283891222. However recipients are not given details typical of a real communication from HM Courts & Tribunals such as License plate number or where the violation took place. This is clearly a scam.
